Minutes

 

The Mayor and Board of Aldermen met in regular session on Thursday, March 16, 2017, at 5:30 P.M.  Prayer was offered by Alderman Meadows. Pledge of Allegiance was lead by Mayor Amacker.

 

Roll call was as follows:

 

Present:  Alderman Meadows, Alderman Magee, Alderman Condrey, Alderman Madere

Absent:  Alderwoman McDaniel

 

Town Attorney Brister was absent.

 

Motion by Alderman Meadows, seconded by Alderman Magee to approve February 16, 2017, Regular Council Meeting and Public Hearing Minutes.

 

Yeas:  Alderman Meadows, Condrey, Magee, Madere

Nays:  None

Absent:  Alderwoman McDaniel

 

Motion carried.

 

Mayor Amacker stated that the Finance Committee met earlier in the week to approve bills for the month ending February, 2017.  He addressed the board of aldermen and stated that financial statements and financial reports for the month ending February, 2017, are available in their packets for their review.

 

Motion by Alderman Madere, seconded by Alderman Condrey to add the following items to the agenda: International Boom Truck, Occupational License – Vision Planners Real Estate, LLC.

Motion by Alderman Meadows, seconded by Alderman Madere to table eviction process for Senator Charles Jones DEED Building at 116 Sparrow Street until the next meeting.

Motion by Alderman Madere, seconded by Alderman Condrey to begin eviction process for Pastor Timothy Middlebrook , New Jerusalem Church at 314 1st Street.

Motion by Alderman Madere, seconded by Alderman Meadows to approve a home based occupational license for Vision Planners Real Estate, LLC.

Motion by Alderman Condrey, seconded by Alderman Madere to advertise in the local paper three times for the purchase, lease and/or finance of one (1) 2017 or newer Class 7 4 x 2 Medium Duty Chassis GVW with Knuckle Boom, Trash Loader and Dump Body with bid opening to be held April 7, 2017 10:00 A.M.

At approximately 6:45 P.M., Mayor Amacker closed Regular Session and Opened a Public Hearing to hear comments from the public for consideration of “An Ordinance amending Ordinance # 1964 increasing Lake Providence Cemetery Fees”. No comments were received from the public.

 

At approximately 6:46 P.M. Mayor Amacker closed the Public Hearing and entered back into Regular Session.

 

Motion by Alderman Madere, seconded by Alderman Meadows to adopt “An Ordinance amending Ordinance # 1964 increasing Lake Providence Cemetery Maintenance Fees.”

Motion by Alderman Condrey, seconded by Alderman Meadows to approve Resolution #1-2017 – “A Resolution approving the Annual Municipal Water Pollution Environmental Audit Report.”

# 2-2017 – “A Resolution approving USDA Grant Application for Farmers Market to located downtown Lake Providence.”

Motion by Alderman Condrey, seconded by Alderman Madere to approve Resolution # 3-2017 – “A Resolution giving notice of the intention of the Mayor and Board of Aldermen of the Town of Lake Providence to order and call a special election to be held in the Town of Lake Providence, State of Louisiana, to authorize the renewal of the levy of a 5.87 ad valorem tax currently collected therein, which tax currently expires December 31, 2017; announcing a public hearing date; authorizing the filing of an application to the State Bond Commission in connection therewith; and providing for other matters in connection therewith.”

Mayor Amacker read out loud the following Notice of Public Hearing:  NOTICE IS HEREBY GIVEN that the Mayor and the Board of Alderman of the Town of Lake Providence, State of Louisiana, acting as the governing authority of Town of Lake Providence, State of Louisiana (the “Town”), will meet in open and public session and hold a public hearing at its regular meeting place at City Hall at 201 Sparrow Street, Lake Providence, Louisiana 71254 on Thursday, April 27, 2017, at five thirty (5:30) p.m., to hear any objections to the adoption of a resolution ordering and calling a special election to be held in the Town to authorize the renewal of the levy of a 5.87 mills ad valorem property tax currently collected therein, with 2.61 mills thereof for the purpose of maintaining, operating and/or purchasing vehicles, radio equipment and uniforms for the police department and 3.26 mills thereof for the purpose of building, maintaining and operating and/or purchasing fire stations, fire trucks and uniforms and equipment for the fire department, which tax currently expires December 31, 2017.

The public and interested parties are invited to attend or to submit written comments in advance of the Public Hearing to the Town Clerk, 201 Sparrow Street, Lake Providence, Louisiana 71254.   

 

Mayor Amacker stated that the Regular Council Meeting for April 20, 2017, will be rescheduled until Thursday April 27, 2017, 5:30 P.M.

 

Motion by Alderman Madere, seconded by Alderman Condrey to table the co-operative endeavor agreement with Perkins Door Museum until the next meeting.

Motion by Alderman Madere, seconded by Alderman Magee to accept and approve the following recommendations requested by Aaron Threats, Chief of Police: Mr. Nathan Dye,-Termination, Mr. Kenneth Phillips – Part Time Officer, Mr. Lester Martin – Part Time Officer, Mrs. Michelle Lockhart – Part time Dispatcher.
