Regular Council Meeting Minutes

 

The Mayor and Board of Aldermen met in regular session Thursday, December 21, 2017, at 5:30 P.M.  Prayer was offered by Alderman Meadows. Pledge of Allegiance was led by Mayor Amacker.

 

Roll call was as follows:

 

Present:  Alderman Meadows, Alderwoman McDaniel, Alderman Condrey, Alderman Magee

Absent:   Alderman Madere

 

Town Attorney Brister was present.

 

Motion by Alderman Condrey, seconded by Alderman Meadows to approve November 16, 2017,  Regular Council Meeting Minutes.

 

Yeas:  Alderman Meadows, McDaniel, Condrey, Magee

Nays:  None

Absent:  Alderman Madere

 

Motion carried.

 

Mayor Amacker stated that Finance Committee met earlier in the week and approved financial reports for the month ending November, 2017.  He stated that financial reports, including Budget to Actuals and Balance Sheets are available to all board members in their packets for their review. He reminded board members to contact him with any questions that they may have.  

 

Motion by Alderman Meadows, seconded by Alderman Condrey to add “Police Personnel” to the agenda.

Motion carried.

 

Motion by Alderman Meadows, seconded by Alderman Condrey to accept the only Fuel Bid received (Bid Opening held 12/5/17) from Carroll Oil, Inc. (January – December, 2018) for approximately 22,000 gallons Non Ethanol Gasoline .4910 above Rack Price, approximately 4,000 gallons Off Road (Dyed) Diesel .35 above Rack Price, and approximately 10,000 gallons Road (Highway) Diesel .5010 above Rack Price.

Nays:  None

Absent:  Alderman Madere

 

Motion carried.

 

Motion by Alderman Meadows, seconded by Alderwoman McDaniel to approve Resolution # 13-2017 – “A Resolution setting dates and times of Regular Council meetings for 2018, and designating Providence Journal as the paper which all notices and publications of minutes are to be sent.”

Nays:  None

Absent:  Alderman Madere

 

Motion carried.

 

Mayor Amacker read out loud – Public Announcement – “A Public Meeting to be held by the Mayor and Board of Aldermen on January 25, 2018, at 5:30 p.m. at the special meeting place of 201 Sparrow Street, Lake Providence, Louisiana, to consider a resolution ordering and calling a special election to be held in the Town on April 28, 2018, to authorize the renewal of a 1% tax upon the sale at retail, the use, the lease or rental, the consumption, and the storage for use or consumption, of tangible personal property and on sales of all services in the Town, all as defined by law, for a period of ten (10) years commencing from the current expiration of said Tax on December 31, 2018, with the proceeds of the Tax to be dedicated and used for constructing, acquiring, improving, extending, operating and/or  maintaining the Town’s sewers and sewage disposal facilities and/or its waterworks facilities and improvements.”

 

No action was taken.

 

Fire Chief Kendric Haley was not present for the “Fire Report” for November, 2017.

 

Motion by Alderman Meadows, seconded by Alderman Magee to approve the following Alcoholic Beverage Permit Applications – Mr. Darrell Baker d/b/a Uncle Darrell’s Mini Market, LLC, Mr. Darrell Baker d/b/a Blackberry’s Bar & Billiards, Mr. Darrell Baker d/b/a The Grab Bag, and Mr. Darrell Baker d/b/a Pat & Jerry’s. Inc.

 

Yeas:  Alderman Meadows, McDaniel, Condrey, Magee

Nays:  None

Absent:  Alderman Madere

 

Motion carried.

 

Motion by Alderman Meadows, seconded by Alderman Condrey to approve a home based Occupational License for Victoria B. Truelove d/b/a Victoria’s New Beginnings.

Nays:  None

Absent:  Alderman Madere

 

Motion carried.

 

Motion by Alderman Meadows, seconded by Alderman Magee to terminate Robert Stakes, Police Officer for the Lake Providence Police Department based on Chief Aaron Threats recommendations.

Nays:  None

Absent:  Alderman Madere

 

Motion carried.

 

Mayor Amacker discussed with the Board of Alderman a letter from Evelyn Ross, East Carroll Parish Assessor’s Office stating the need of a new aerial photography for East Carroll Parish in the near future.  The town’s estimated cost will be $1,169.80.

 

No Action was taken.

Mayor Amacker presented a Christmas Message to the Board of Aldermen.  

 

No action was taken.
